New generations of VET students, require new “educational technologies” to approach labour market.
This paper studies new ways of leading VET Schools into the labor market, analyzing the trade and improving the relations between business and school to create a hospitable climate for business. In order to be effective and efficient, vocational education and learning should be linked to labor market needs to train students as future laborers and to contribute so on to the community welfare. This present study presents new methods of teaching. For example, elearning and also integrating theory with practice through internships. Improving the general basic-curricula towards vocational schools. Teachers and instructors should also be trained to structure the new didactic programs, focusing on e-twining facing and sharing experiences according to the new methodologies and technologies that are required and available.
The study also aims at arguing the need of identifying unknown regional touristic resources, evaluating these assets as an important source to improve community life and encourage people to focus on small businesses and family enterprises, while also preserving and developing traditional cultures as a unique charm. Another scope of this study is to indicate the routes that must be followed in order to implement the new school profiles, including: general- curricula adaptability, teachers’ training, workshops, laboratories and respective equipment, and financial needs. This study also includes aspects of how to approach VET to people in the most effective ways, as well as bringing the community to the school. New perspectives and prosperities need to be displayed. The study concludes with some suggestion future jobs and prosperity in the Dibra area are likely to come from skill-intensive growth, but only if the programs are oriented toward real employment opportunities. Twining with other regional VET schools in Kosovo and Macedonia will also be valid in sharing experiences to break geographical barriers. It is our society’s responsability to encourage every person and to help them exploring their potential and skills, so that they can improve and develop personal and professional skills. The Albanian society is faced with serious challenges. Unemployment of young people is in critical levels. Thirty percent of registered jobseekers are young people. At this point vocational education has it’s own important role in leading them toward their development. As already known, there is some inequality in the provision of vocational education and training services between rural and urban areas. The rural area population is considered as being fully self employed. Vocational education in rural areas is almost inexistent. Employment services are not at all provided in the rural areas, while such areas, although underutilized, are one of the greatest economic generators of the country’s economy. Vocational training and education has to be considered as the most efficient way to reduce unemployment and to raise the effectiveness of the labor force. World markets do not currently compete with low cost jobs, but with high professional skills. They show interest in better quality and quantity of products, in reduced overall costs and in the transformation of the economy and the labor force into more competitive in the local, national and international markets. It is highly important for the labour market to train future workers and contribute to the structural and synergic growth of the socio-economic system.
Finally, the study underlines the importance of enterprise-based schemes in vocational education and training and the relevance of a strategy for skill development. It should be kept in mind that the demand of labor is derived from sound policies that promote investment and job creation to support local communities: education and/or training alone never create jobs. When it comes to demand-related issues of education and/or training, there is always an interesting case of interdependence between supply and demand. What is important is the development of industry-specific education and/or training for employment programs. If improved demand in specific sectors becomes a condition for structural growth, there will be a strong case for more employment, and therefore for more education and/or training offered by public and/or private providers. Now, what does this mean for all interested factors in Diber district?
Education and/or training in different new courses should not be seen as a mean in itself, but rather as a way to find decent work, income and job satisfaction for many target groups: boys and girls, school-leavers and out-of school youth, unemployed and underemployed, etc. Future jobs and prosperity in Dibra area are likely to come from skillintensive growth, but only if the programs are geared toward real employment opportunities. Therefore, a major planning and training effort in close approach to the private sector is required. The proposed way of looking at the future of the VET in Dibra district is the best way of implementing courses of programs in areas where employment linkages are not evident.
