This report, from the Working Group of national experts on Adult Learning, is the fruit of two years of study, peer learning, and analysis of the research evidence about:

  • policy approaches to equipping adults with basic skills like literacy, numeracy and digital skills
  • policy approaches to making better use of digital resources in adult learning, and
  • how countries can really make sure that their adult learning policies and provision are as effective and coherent as possible.

It contains a wealth of information in support of its findings and ends with recommendations to policymakers.
