Working title (draft): CORE: CPD Outcomes & Real Evaluation (Beyond Participation: Understanding CPD Impact)
A practical methodology for measuring the effects of Continuous Professional Development
This project addresses that evaluation gap – without creating additional administrative burden for schools. It responds to the growing European need to move from participation to understanding effects (impact), without undermining professional autonomy.
What is innovative about our approach?
Primary focus is on CPD providers, not on schools. Schools are partners (in piloting and implementation), not targets of new obligations. The aim is evaluation aligned with existing school practices, not added on top. Instead of introducing new evaluation systems for schools, the project aims to develop: a shared methodology, and a set of light, modular tools that enable CPD providers to:
- measure short- and medium-term effects of their PD trainings,
- collect aggregated and anonymized data from schools/teachers,
- better understand what really changes in classroom practice after CPD.
Why is this relevant?
Although education systems differ, the challenge is shared:
- how to demonstrate the value and impact of CPD,
- how to connect training content with classroom reality,
- how to improve CPD quality based on evidence, not assumptions.
Core activities:
- joint methodology development;
- joint development and national adaptation of tools;
- pilot testing (with schools);
- refinement and dissemination.
This project offers partners a chance to co-create something that currently does not exist as a shared European practice.
Together, we can build a practical, realistic and European-relevant approach to measuring what CPD really changes — where it matters most.
At this stage, the concept is open for discussion and co-creation. Partners are invited to contribute to shaping: the focus, the scope, and the practical orientation of the project.
