Inclusive education in Albania has been promoted especially by the Law on Pre-University Education from the year 2012. Schools are obliged to apply the principles of inclusive education, but the challenge they face starts with capacities they have. Are the teachers prepared to make inclusive education a reality? Are there pre-service and in-service appropriate trainings for teachers in place? A study report conducted in 2016 by a team of education experts at the Faculty of Social Sciences/University of Tirana for UNICEF aims to identify the gaps in-service and pre-service education practitioners in delivering inclusive education.

 The specific objectives of the study derive from its aim and consist in:

• Assessing the needs and identifying the challenges of in – service practitioners in relation to their current work in inclusive education environments, in view of their knowledge, attitudes and beliefs and practices;
• Exploring the potential hindering and favouring factors for practicing inclusive education;
• Reviewing the existing education university curricula and identifying the gaps in relation to inclusive education;
• Exploring the professors’ knowledge, attitudes and practices regarding inclusive education; Reviewing of the New Curricula Framework for pre – university education and assessing the level in which issues related to inclusive education are part of it;
• Drawing conclusions and recommendations to define the need for improvement of the preservice inclusive curricula and addressing the challenges of in – service practitioners.
