The Idea of legally compulsory higher education

A large number of psychological studies claim that a person's consciousness changes while they are learning, and there are various mental processes that have an effective effect on the development of the brain and the consciousness. Learning affects mental and thought processes. Constant learning creates new neural pathways, with the brain remaining in function and not deteriorating. One of the leading philosophers, Francis Bacon, says that "Knowledge is power"[1]. The process of learning and knowing is a prerequisite for good mental health that affects the quality of life and overall health of an individual in accordance with their development on an intellectual, emotional and social basis. Satisfied members of the society are groups of satisfied individuals in a society, and at the same time form a basis for a healthy and positive society of a non-violent state. Highly qualified and educated members of society are highly aware and have new mental processes. They become active members of society, but also jointly contribute to solving the problems that today's society still faces, and hasn't yet overcome in the 21st century.

 

In this case, are we talking about the current stagnation of humanity or its potential progress?

Learning process for all is the idea of changing the mentality and consciousness of man; the idea is to move civilization and humanity forward at the turn of the 21st century, but also the ability to reduce the differences that exist between different members of the society, that is, the inhabitants of Europe who are still fighting because of these differences. It also presents an opportunity to reduce the level of violence. National hatred is very visible in Europe, but the European Union also faces great resistance within European countries which are concerned with the loss of their national identities. The idea of the European Union has started a unique process in the world of creating and birthing a new young Europe from an old Europe, into a new non-violent society. This society cannot be based on contracts that some states can enter and leave, or on the imbalance of material goods among people, but must have a newly formed state of Europe with equal laws for all its members. It has to fight for the independence and autonomy that it has lost, for its new identity, its own army and its member states. Unfortunately, every new birth is also a very painful process through which the new Europe must pass. With the population exchange that will happen across Europe with the adoption of one business European language, Europe's population will learn about the diversity of its neighbors and members of the European state, which can lead to the great progress of Europe in line with the accelerated development of IT technology and robotics. Through this, a unified European state will become a new world power and bring about a balance between the world superpowers.

The idea is not only lifelong learning for everyone, but also legally compulsory higher education for all members of the society, which will put an emphasis on IT technology that will become a part of education in all fields of study. Through this approach, man and civilization will make their progress.

In the European Union, unemployment reached a historic record of 12 percent in 2013[2], and those with low qualifications among the unemployed are most affected. This speaks of the need for everyone to be highly qualified in the near future with emphasis on IT technology, because the development of IT technology is accelerating and unstoppable, and we are already seeing a milestone in human civilization.

 

This is, then, the next requirement in line with the changes, which is an accelerated process of digitization, implementation and introduction of IT technology in the educational process from preschools to higher education, and, of course, in the process of these changes, also for all educators at all levels of education.

 

Many professions are disappearing and these dynamic changes[3] need to be adapted to as soon as possible, even in advance, which would prevent the harmful consequences which can later occur in society, and are already noticeable now.
