COWIBOR Language communication with migrant communities

Bodies and associations that work with the settled migrant community and with transiting ones tackle language communication problems in an improvised and limited manner. This gives rise to serious consequences: from inadequate efficiency of the services to the stress and inefficiencies borne by the operators.The aim of the project was to introduce the stakeholders to a communication that is oriented to facilitate the communication with the migrant community and mitigate language barriers.
The Erasmus+ Project Cowibor identified specific interlinguistic communication solutions to:
identify a method that is valid not only locally for tackling the interlinguistic communication theme
identify the elements that make it possible to build the awareness of the operators who work in contact with the migrant community
identify good practices for tackling communication difficulties
measure the degree of interaction and satisfaction of the stakeholders
Problem: bodies and associations that work with the settled migrant community (hospitals, health structures, local authorities, social cooperation bodies, employment centres, etc.) and with transiting ones (e.g. bodies and associations that support the migrant population at reception centres) tackle language communication problems in an improvised and limited manner.
This gives rise to serious consequences:
inadequate efficiency of the services;
stress and inefficiencies borne by the operators;
transmission of incorrect, incomplete and out-of-date information;
lack of dialogue, confidence and exchange between operators and the migrant population;
risk that the services offered will be replaced by ones from informal structures with the possibility of entrapment "trafficking" networks.
These points are highlighted by international studies and by UN sources (see the session of the General Assembly of 12 December 2017 "Making migration work for all") and EU ones (see the resolution of the European Parliament published in the OJ of the EU of 15 February 2018).
The same studies underline in recommendation form the need to train operators to adequately tackle and make it possible to mark the positive decisive steps towards high-quality receptivity and encourage a sense or participation and of inclusion in the migrant community.
The aim of the project is to:
A_introduce the stakeholders to a communication dimension (interlinguistic and otherwise) that is structured and oriented towards the needs linked to the horizontal priorities and to the sectoral priority of improving educators' skills.
B_facilitate the most appropriate forms of communication for resolving the problems of communication with the migrant community in connection with the horizontal priorities of inclusion and active participation.
C_urging stakeholders to activate an effective communicative dynamic horizontal inclusion and active participation priorities sector priority to improve educator skills.
Specific goals:
identify with stakeholders the communication needs, horizontal inclusion and active participation priorities of the stakeholders and of the migrant community sector priority to improve educator skills;
identify some cases of implementation of the proposed communication model horizontal inclusion and active participation priorities of the migrant community.
Outcome of points above mentioned: consolidate stakeholders' ability to identify stress situations provoked by language barriers and define interlinguistic communication needs as a first step for finding a specific solution for meeting these needs.
