Conclusions and recommendations from the Conference “What measures and activities should be undertaken by governmental institutions to overcome the gaps that citizens are facing with in the process of access to active measures, programmes and services"

The aim of the conference was to share the results from the monitoring of the measures, programmes and services for employment, and the challenges citizens are facing with.

On the conference, the unemployed citizens and users of the active measures and services and other civic organizations spoke about their experience regarding access to active policies for employment.

 

  1. Recommendations from the ESE Association Skopje, Youth Cultural Centre Bitola, Women forum Tetovo, Women organization Strumica and Civic initiative of women from Sv. Nikole:
  1. Recommendations for improvement the quality, information, accessibility to measures, programmes and services for employment of unemployed persons:
  • To conduct mapping on unemployed and unregistered citizens in the register of the Agency for Employment of Republic of North Macedonia (AERNM); to conduct research to define the reasons for not registering on all territory of RNM and to undertake activities to encourage unemployed people to register in the register of the AERNM, in order to enable bigger number of unemployed persons to have access to the programmes, measures and services for employment.  The Agency for Employment should works on improvement of the services that offers and on increasing the level of confidence in the Agency as institution that can help to get employment.
  • To identify the real needs and problems of unemployed, with emphasis on long term unemployed, and based on the results to formulate measures, programmes and services in the Operative plan for employment and long term policy for employment.
  • To undertake activities for complete elimination of the problems that some of the citizens were faced with in the process of registration with aim to prevent from draining from official system. To give possibility to citizens from remote area to evident themselves by mobile points or electronically, in orders to avoid travel expenses.
  • To undertake concrete actions for introducing the measures, programmes and services for employment to citizens, especially with the measure “Public works”; “Youth guaranty”; SIM – counseling and motivation for using guarantee minimal help”; “Research for the needed skills on labor market”; “Services for employers”; “Trainings for professional qualifications according the request from known employer” and all services that AERNM offers to unemployed.
  • To conduct regular evaluation on efficiency and usefulness on each of the offered measures, programmes and services for employment with aim to identify the real impact on the unemployed citizens, including regular evaluation on the users’ satisfaction.
  1. Recommendations for improvement the quality, information, accessibility to measures, programmes and services for employment of employed persons as a result of using some of the offered programme, measure or service for employment:
  • The Agency for Employment to undertake activities to assess the reasons for small number of employed persons as a result of using the offered measures, programmes or services in the 15 inhabited places where a survey was conducted, to assess the reasons why the citizens from above mention areas  had limited access to the programmes, measures and services for employment comparing with other citizens, and to plan approaches and measures that are fitting with the real need of those citizens; to conduct field activities for informing and involving of those citizens in the programmes, measures and services for employment.
  • The Agency for Employment to assess the reasons why the citizens do not use some of the other programmes, measures or services, and to ensure their further access to all available active measures for employment of the Agency.
  1. Recommendations for improving the method of planning and spending the available budget:
  • The available fund of the Agency, instead on unproductive costs, to be used for introducing active measures and programmes that will enable bigger level of employment of unemployed citizens.
  • To conduct continuous monitoring on the spending within active programmes and measures in order to ensure bigger efficiency of the used funds and bigger impact on the final beneficiaries.
  • To undertake activities for capacity building of the employees in the Agency for employment for implementation of the active programmes and measures for employment, and for financial management of this programme. To decrease the funds spent on external contractors on which the Agency and the citizens do not have control and insight in their work.
  • To introduce measures and programmes that will involve those persons on the labor market. 
  1. Recommendations for improving the method of planning and implementing of self-employment programme:
  • The Agency for employment to undertake activities for bigger control over external contractors involved in the programme, how they spent the money and to secure bigger impact of the activities over beneficiaries.
  • To undertake concrete activities that will ensure increased funds to be followed by increased effects of the programmes and measures over beneficiaries.
  •  The Agency for Employment to conduct revision of self-employment programme implemented in 2018 and to detect and correct all irregularities done over the period of implementation of the programme in 2018. Additionally, the Agency to establish mechanism for continuous control over implementation of the programme, because the programme is implemented by other subject, with aims the involved persons in the programme to get support.
  • The Agency for employment to undertake activities to improve the self-employment programme , to conduct consultation process with unemployed citizens, involved and uninvolved in the programme in order to detect the reasons for uninvolvement, and problems and need s of those involved in the programme.
  • The Agency for Employment to invest more funds in the programmes instead in the external experts. Additional to explain to the citizens how 84 million of denars are used from the programme, because there is not openly accessible data about it.
  •  The Agency to conduct revision of data base related to this programme and to inform the citizens about correct number of users and spent budget.
  1. Recommendations for improving the method of planning and implementing the programme for salaries subsidies:
  • To repeal the programme for salaries subsidies and to introduce new programme that will not have negative impact on the state budget and will contribute to long-term employment of the unemployed persons.
  • The agency to introduce new programme that will stimulate employment of citizen in less developed municipalities.
  • To ensure the equality of the employers, i.e. employers that will employ someone from different municipalities will receive same amount of financial support.
  • To inform in detail the employers and the employees about the obligations for using the programmes and measure for employment, and to provide support during the implementation of the measures in order to achieve the desired result – employment.
  • The Agency to conduct revision of data base related to this programme and to inform the citizens about correct number of users and spent budget.
  1. Recommendations for improving the method of planning and implementing the services for employment:
  • The Agency should ensure that all identified and registered unemployed citizens each year will have access to all employment services offered.
  • To improve the system for registration and data base of involved persons and spent budget for implementation of employment services.
  1. Recommendations from unemployed women, participants on the national conference:
  • To use capacities of unemployed persons with appropriate qualifications for delivering of certain measures, programmes and services for employment.
  • To introduce measures directed to rural development, employment of persons above 55 years, especially women. The measures should be implemented in cooperation with the municipalities, civil society organizations and other stakeholders.
  • To be introduced already known forms of working for youth during the educational process, for example the former students’ cooperative society.
  • Improved preparation and services to citizens that are interested to get grant for self-employment and to start their own business. Actually, to be selected citizens that really have entrepreneurial skills, capital for investment and to get real directions for development in the prepared business plan.
  • To increase the amount of the self-employment grant, thus the amount of the grant should correspond with the type of business that will be formed.
  • To increase transparency of the Agency regarding the process of implementation of the programmes.
  • More frequent media appearances of the Agency for regular information to the citizens about available programs and services.
  • To be introduced system of control over employers in the process of implementation of the measures and programmes, and to introduce mechanism to protect the users from misusage of the employers.
  1. Recommendations from CSOs:
  • To digitalize the process of registration in the Agency (for example mobile application)
  • More user friendly the web page of the Agency for employment
  • During the preparation of the individual career plans to be taken into consideration not only the formal education but all gained knowledge and skills in informal and non-formal education.
  • To involve the youth in the process of planning the active policies for employment
  • To increase the number of active measures and programmes, and to increase the number of involved citizens in them.
  • To make changes in the measures and programs based on the previous analysis and need assessment of youth.
  • To establish direct and long-term support to unemployed citizens
  • To improve relation and communication between employees in the Agency and unemployed citizens.
  • To improve the quality of implementation of the career counseling, through introducing procedures for implementation and strengthening capacities of the career counselors.
  • To be introduced new practice of trainings or pre-qualification of unemployed persons at most in the first year of their registration as unemployed, so they can be involved on the labor market timely and get employment.
  • To strengthen the cooperation among Ministry for labor and social policy, Agency for employment and Civil Society Organizations.
  • All measures and programmes for employment to be available during the fiscal year
  • To ensure consultations with all stakeholders in the process of preparation of the Operative plans for employment.
