The report “Assessment of the impact of ongoing reforms in education and training on adult learning” was prepared by the Public Policy and Management Institute on the basis of service contract with the European Commission Directorate General for Education and Culture. It explores the methodological aspects of assessing impacts of education and training as well as related reforms on adult learning, developed guidelines for conducting such impact assessments.

This handbook has been developed in the framework of a project called Counselling Returning Migrants and Unemployed – Back to Work, a project carried out between 2011-2013 by a group of partner organisations from Romania, Germany, Greece, United Kingdom, Denmark, and Bulgaria. The concept of this instrument was built on previous developments, regarding the steps of the validation process , the tools to identify the competencies acquired informally from everyday life and the concept of training career counsellors.

Prudential recently held a policy summit: Financial education from school age to retirement. Citizens Advice participated along with Money Advice Service, Personal Finance Education Group, the Specialist Schools and Academies Trust (SSAT), Education Scotland and Age UK; organisations which make sure that people of all ages have the skills they need to manage their money and plan for the future. The results are compiled in the booklet Financial capability- 2020 vision.

In Romania, the National Education Law no. 1/2011 (Article 357) states for the first time the need to create a system that will provide initial training and continuous development of the professionals in adult education. This need is based on the fact that, at this moment, the Romanian system of qualification in adult education is incomplete, divided by incoherent certification and regulatory mechanisms that do not take into account the diversity of the field and professional statuses, experiences, tasks and roles performed by adult educators.
