Typically, empirical work is focused on establishing relations between human capital indicators such as education and training, on the one hand, and outcomes as wages, employment opportunities or job quality on the other hand. This technical report aims to provide a framework for the collection of statistical indicators and sub-indicators on adult skills. This information can be used to monitor skill development among EU countries while comparing its progress with the agreed target and EU average performance. A preliminary list of indicators is proposed based on data availability. Some discussion on their appropriateness is also presented in line with the Joint Assessment Framework methodology (JAF). The conceptual framework and approach build upon the work of OECD et al.

The systematic inclusion of information on orientation of study (vocational vs. general) in the Labour Force Survey (LFS) starting from 2014 will give the possibility to analyse the features and the labour market outcomes of individuals depending on the programme orientation of their qualification. One of the main purposes of this technical briefing is to investigate the possible impact of the addition of this information in the context of the Joint Assessment Framework (JAF) approach, in particular with reference to the benchmark on the employment rate of recent graduates.

Cognitive skills, which are the key for successful participation in the labour market, in social and civic activities and in further education and training, are mainly developed through formal education attainment at young ages. As educational attainment increases, individuals are exposed to higher levels of training and should develop greater abilities and be more skilful at processing information.

The European Commission against Racism and Intolerance (ECRI) is a mechanism which was established by the first Summit of Heads of State and Government of the Council of Europe member States. The decision to establish ECRI is contained in the Vienna Declaration adopted by the first Summit on 9 October 1993. On 13 June 2002, the Committee of Ministers adopted an autonomous Statute for ECRI and thus consolidated its role as an independent human rights monitoring mechanism specialised in questions relating to racism and intolerance.

Micro and craft (-type) enterprises make up not only the vast majority of SMEs in Europe, but are also the main source of job creation in the European Union, being active in many rather traditional professions that are essential for the prosperity and wellbeing of both urban and rural areas. Nesta publicação são apresentados os resultados da segunda edição do Inquérito à Educação e Formação de Adultos, realizada em 2011, e uma caracterização detalhada da população residente em Portugal no que respeita à participação em atividades de aprendizagem ao longo da vida. A aprendizagem ao longo da vida constitui um objetivo europeu estratégico, inicialmente definido na Estratégia de Lisboa, e confirmado na Estratégia Europa 2020, a qual, no âmbito da Agenda para novas competências e empregos, requer mais informação, e mais harmonizada, na área da educação, formação e aprendizagem da população adulta. Neste contexto, foi desenvolvido o Inquérito à Educação e Formação de Adultos, inquérito comunitário, para que a União Europeia e os Estados-Membros passassem a dispor de um conjunto de dados harmonizados, dos pontos de vista concetual e metodológico, sobre a educação, formação e aprendizagem de adultos. Tratando-se de um inquérito realizado em todos os Estados-Membros da União Europeia, procurou-se também posicionar o país no contexto europeu em matéria de educação, formação e aprendizagem. Tratando-se da segunda edição deste inquérito, privilegiou-se, sempre que possível, uma perspetiva comparativa com os resultados da primeira edição, realizada em 2007.

O presente artigo explora os conceitos de cidadania digital e de literacia para os media, mais concretamente de literacia digital considerando o meio Internet, procurando relacioná-los e compreender como a cidadania digital usa a Web em termos cívicos. Partimos de definições genéricas de cidadania, enfatizando a sua dimensão cívica, e de literacia para a caracterização da literacia digital e definição de indicadores mensuráveis da mesma. Estes indicadores são relacionados com o uso da Web pelos/as utilizadores/as comuns que caracterizamos como cidadãos/ãs digitais dado que recorrem à Web para exercer os seus direitos e responsabilidades. Foram obtidas 186 respostas válidas a questionários aplicados presencialmente a uma amostra de conveniência. Os/as utilizadores/as inquiridos/as cumpriam os pré-requisitos de serem utilizadores/as da Web e possuir um perfil na rede social Facebook. Os resultados mostram que, não obstante os elevados níveis de literacia digital das pessoas inquiridas, a sua cidadania digital é passiva.

O envelhecimento populacional combinado com a inovação tecnológica reforça a infoexclusão entre a população idosa, enfatizando a necessidade de promover a inclusão digital como estratégia de envelhecimento ativo. Em contexto informal, desenvolveu-se um programa de inclusão digital, ancorado na fotografia enquanto prática pedagógica, dirigido a idosos residentes em lar de terceira idade. Este trabalho tem como objetivo explorar a perceção do idoso sobre a inovação tecnológica, assim como a dimensão social do lembrar. Através de uma metodologia de investigação-ação, 77 idosos com idades entre os 50 e os 100 anos participaram ao longo de 5 meses em diversas atividades. Os dados foram recolhidos através de fotografias, notas de campo, registos audio e observações. Os resultados ilustram a contribuição desta prática pedagógica na valorização da aprendizagem, da socialização entre o grupo e do sentido de identidade entre os idosos.
