The Ministry of Education, Culture and Science wants to improve the monitoring of programs in basic skills and improve the quality of the non-formal adult education sector. To this end, a comparative study of existing quality criteria in Dutch quality frameworks and quality marks has been carried out. The aim of this study is to provide a clear and complete taxonomy of the common quality requirements for almost all existing initiatives in the Netherlands and give insight in which criteria are missing. It is expected that this research will contribute to determining the exact quality requirements that must be included in the proposed Dutch quality mark for the non-formal offer of adult education.
