Hvilken rolle spiller EU inden for voksenuddannelse?
There are many ways in which the EU supports the adult learning sector in Europe – from commissioning research and sharing good practices to promoting innovations and funding the upskilling of individuals.
To help build a more robust and effective adult learning sector, the European Commission is investing in EPALE – an electronic platform for adult learning professionals: teachers, policy makers, researchers, academics, training providers – anyone working in the adult learning sector. EPALE aims to bring all these people together and build a vibrant adult learning community.
Widely recognised as the most successful EU programme, Erasmus+ has around 5% of its total budget available to support:
- Learning mobility for adult education staff;
- International cooperation between organisations (e.g. adult learning centres);
- Initiatives for policy innovation (e.g. networks supporting specific policy areas, like literacy a nd adult learning).
The European Social Fund (ESF) is the EU’s main financial instrument for supporting employment.
The ESF is helping build a culture of training and lifelong learning to enable workers and employers to keep their skills and competences up to date.
It is also supporting activities that help adult learners move into tertiary education.

Council Resolution on a strategic framework for European cooperation in education and training towards the European Education Area and beyond
European Skills Agenda prioritises adult up- and reskilling, including skills for life, empowerment through individual financing mechanisms, and ambitious objectives for adult participation in learning

EAAL is part of the 'ET2020' framework for European cooperation in education and training. The ET2020 working group on adult learning 2016 - 2018 undertakes peer learning on policies that can encourage more adults to learn in the workplace.
On 19 December the Council adopts the recommendation Upskilling Pathways - New opportunities for adults. This aims to help Europe's 64 million adults who do not yet have an upper secondary qualification to acquire a minimum level of literacy, numeracy and digital skills and then progress towards an upper or lower secondary qualification.
The New Skills Agenda for Europe proposes that Member States adopt a Skills Guarantee to raise the level of adult basic skills.
The 2015-2020 priorities for EAAL are set:
- ensuring the coherence of adult learning with other policy areas
- increasing the supply and take-up of adult learning provision
- widening access through workplace-based learning, ICT and second-chance opportunities
- improving quality assurance, including initial and continuing education of adult educators.
The Council publishes a resolution on a renewed European Agenda on Adult Learning (EAAL), consolidating policy in the field of adult learning. This is the EU reference text on adult learning policy.
A key message of EAAL is that adult learning in all its forms boosts learners’ employability, and contributes to social inclusion, active citizenship and personal development. Increasing participation and enabling all adults to develop and renew their skills and competences throughout their lives are at the heart of the Agenda.
The Commission publishes the communication It is always a good time to learn. It includes an Action Plan on Adult Learning (2008-2010) that provides, for the first time, common priorities to be encouraged in the adult learning sector.
The Commission publishes the communication It is never too late to learn highlighting the essential contribution of adult learning to employability and mobility and to social inclusion.
The Council of the European Union publishes its Resolution on Lifelong Learning, highlighting the ‘cradle-to-grave’ principle of education and its provision in different environments.
The EU begins working on adult learning policy.
EU’s work on adult learning begins with the Treaty of Rome through which the European Community promoted basic and advanced vocational training.

EU’s arbejde på voksenuddannelsesområdet indledes med Romtraktaten i hvilken Det Europæiske Fællesskab fremmede den almindelige og videregående faglige uddannelse.
EU påbegynder arbejdet med en politik om voksenuddannelse
Rådet for Den Europæiske Union offentliggør sin resolution om livslang læring, som satte fokus på princippet om uddannelse "fra vugge til grav" og tilbuddet herom i forskellige miljøer.
Kommissionen offentliggør meddelelsen Det er aldrig for sent at lære , hvor der blev sat fokus på voksenuddannelses væsentlige bidrag til beskæftigelsesegnethed og mobilitet og på social integration: -" Kommissionen udsender meddelelsen Det er aldrig for sent at lære, der sætter fokus på, hvordan voksenuddannelsesområdet har været med til at bidrage til beskæftigelsesegnethed, mobilitet og social integration.
Kommissionen offentliggør meddelelsen Det er altid et godt tidspunkt at lære. Den indeholder en handlingsplan for voksenuddannelsen (2008-2010), der for første gang opstiller fælles prioriteter, der skal fremmes på voksenuddannelsesområdet.: - "Kommissionen udsender meddelelsen Det er altid et godt tidspunkt at lære, i hvilken man kan læse handlingsplanen for voksenuddannelsen (2008-2010), der for første gang opstiller fælles prioriteter på voksenuddannelsesområdet. Rådet offentliggør en resolution om en ny europæisk dagsorden for voksenuddannelse, der konsoliderer politikken på voksenuddannelsesområdet. Dette er EU's referencetekst om politikken på voksenuddannelsesområdet.
Et centralt budskab i den europæiske dagsorden for voksenuddannelse er, at voksenlæring i alle dens former fremmer de lærendes beskæftigelsesegnethed, og bidrager til social integration, aktivt medborgerskab og personlig udvikling. I centrum af den europæiske dagsorden står. Stigende deltagelse og mulighed for alle voksne til at udvikle sig og forbedre deres færdigheder og kompetencer igennem hele livet står helt centralt i den europæiske dagsorden.
Målene for den europæiske dagsorden for voksenuddannelse for 2015-2020 fastlægges:
sikring af sammenhæng mellem voksenlæring og andre politikområder
forøgelse af udbuddet og anvendelsen af voksenuddannelsen
bredere adgang gennem arbejdspladsbaseret læring, IKT og muligheder for "en ny chance"
forbedring af kvalitetssikring, herunder videre- og efteruddannelse af voksenundervisere.
En dagsorden for nye kvalifikationer for Europa , offentliggøres. Her foreslås det, at medlemsstaterne vedtager en færdighedsgaranti, der skal højne niveauet for voksnes grundlæggende færdigheder
Den 19. december vedtager Rådet henstillingen om et opkvalificerende forløb: Nye muligheder for voksne. Formålet er at hjælpe Europas 64 millioner voksne, der har forladt grunduddannelsen uden at afslutte en ungdomsuddannelse, med at tilegne sig et minimumsniveau af læse-, skrive- og regnefærdigheder og digitale kompetencer, og dernæst bevæge sig mod kvalifikationer på ungdomsuddannelses- eller grundskoleuddannelsesniveau.
Den europæiske dagsorden for voksenuddannelse er en del af “ET 2020”-rammen for europæisk samarbejde inden for uddannelse og erhvervsuddannelse. ET 2020-arbejdsgruppen for voksenuddannelse 2016 – 2018 gennemfører peerlæring om politikker, der kan tilskynde flere til at lære på arbejdspladsen.
Medlemsstaterne skal præcisere de foranstaltninger, de ønsker at træffe for at gennemføre opkvalificeringsforløb.
