Se comprobó que uno de los obstáculos para la no participación de los adultos en la educación y la capacitación era el fracaso previo en el aprendizaje, interpretado como experiencias negativas de educación previa (proyecto DIMA 2.0, 2020; Paterson, 2018; Roosmaa y Saar, 2017). Estas experiencias, que también se encontraron como barreras dispositivas, de actitud o internas, producen una sensación de insuficiencia e incapacidad para el aprendizaje. Estas percepciones y sentimientos mantienen a muchos adultos alejados de la educación ulterior, incluso si tienen las aptitudes necesarias. Esta categoría de adultos suele presentar bajos niveles de confianza en sí mismos, miedo al fracaso y actitudes negativas hacia su aprendizaje (MacKeracher, Suart & Porter, 2006). Según la Dra. Carol Dweck, estas son características de una mentalidad fija.

24.4% of the European citizens still risk social exclusion. According to recent figures the rate of social exclusion differs per country and per target group. Based on recent societal developments (like the increase in youth unemployment and ageing population), it seems necessary to ensure that the increasing number of older people in Europe canactively be involved in European society, in addition to supporting youngsters in order to increase their social inclusion.

This paper outlines the concrete actions that are required if the Decade is to be a success. These were prioritised through a series of expert and stakeholder consultations. Action needs to commence immediately, and in many cases is already underway, but not as independent programmes of work given they are inextricably linked. For example, integrated care for older people is impossible unless we change the way we all think, feel and act on age and ageing.

In the 2030 Agenda for Sustainable Development, world leaders pledged “to ensure that all human beings can fulfil their potential in dignity and equality and in a healthy environment”, leaving no one behind. This can only be achieved by ensuring the best possible health and well-being for older people. The WHO Global Strategy and Action Plan on Ageing and Health, adopted by the World Health Assembly in 2016, ensures that the global response to population ageing is aligned with the ambitions of the Sustainable Development Goals.

sustainability of public finances. Rising old-age dependency ratios will put the financing of adequate pensions, health and long-term care under high pressure. The paper provides recommendations on policy responses to address ageing-related challenges and highlights
