Adult education is a core and rooted discipline and for the world, increasingly aging day by day, the importance and necessity of adult education and its praxis are obvious in an indisputable way. Nevertheless, when looked at the globally and locally, it is quite remarkable that the institutions lead for the realization of the adult education on a very large scale are under the command of lifelong learning from cradle to grave as declared in EU official education policy papers. In other words, this core and rooted discipline is tired to be taken under control by lifelong learning policies and its practice. Within the neoliberal binding and market economy system, the education and learning services are now started to be given through the private institutions and NGOs, public instead. However, as a course of its nature and a constitutional right, that is not only more humanistic and democratic but also more equitable and holistic if education would be served through public utility. Otherwise, to be able to guarantee the participation and attendance of everybody is hard and blade runner issue. In this context, it is noticed that Turkey having a widespread public organization network all across the country speeds up the adult education praxis of the country by taking lifelong learning discussed along with the European Union integration process into its agenda. Therefore, this study aims and proposes that how a lifelong adult education model on public adult education and lifelong learning praxis could be realized effectively through institutional collaboration in line with the existing structure of the system.
