Final stage of secondary education that normally begins at the end of compulsory education. The entrance age is usually 15 or 16 years. Entrance qualifications (completion of compulsory education) and other minimum entry requirements are generally needed. Instruction is often more subject-oriented than lower secondary education (ISCED 2). The typical duration of ISCED level 3 varies from two to five years.

Flexible learning offers learners choices about how, where and when they learn with the aim of supporting motivation and persistence particularly when attendance at a college or centre is difficult, e.g. rural learners; adults with multiple responsibilities or health problems. ICT-based communication between students and teacher is a common feature of flexible learning, but it can also include physical meetings between students and teachers.
